Here is an easy to make rod rack.  It is up out of the way and provides quick and easy access.  It is perfect for the boat shed, garage or man cave.  I cut the board to 5′ and used a 3″ diameter painters tape roll to draw a circle every 5 inches.  After cutting the circles out, I cut the board in half and hung each half from the ceiling.  A simple rope and pulley system allows for lowering it to access rods.  Hope this helps!
